A GCC Firm, Present in Bahrain

Bahrain has been the Gulf's financial centre for half a century.

Bahrain built the region's first offshore banking sector, its first modern financial rulebook and one of its earliest data-protection regimes. That maturity shows: institutions here are used to being supervised closely by a regulator that knows them well. The advantage is clarity. The demand is evidence.

Present, not fly-in.

Based in Manama and engaged for the long term — accountable locally, present between projects, not a team that arrives for a workshop and leaves.

Practitioner-led delivery.

Senior specialists who have built, run and audited these functions inside regulated and government-linked institutions — backed by the depth of a wider GCC advisory and technology firm.

Built for Economic Vision 2030.

Our work is framed around Bahrain's transformation — a competitive, sustainable and fair economy led by a productive private sector and capable national talent.

Bahrain's Defining Characteristic

One integrated regulator. A clearer map and a higher bar.

Unlike most GCC markets, Bahrain does not split financial supervision across several authorities. The Central Bank of Bahrain regulates banking, insurance, investment business, capital markets and the exchange under a single Rulebook. That simplifies the map. It also removes every argument about whose requirement it was.

What single supervision actually means

One supervisory relationship and nowhere for a gap to hide.

CBB expectations are set out module by module across the Rulebook volumes: high-level controls and board composition, operational risk, cyber security, outsourcing, business continuity and incident reporting. Requirements are specific, and the CBB inspects against them directly rather than relying on another authority's assurance.

We help licensees build one control environment that answers the Rulebook module by module with the evidence, testing records and board reporting a CBB inspection actually asks to see.

The Full Proposition, Localised

Four practices, framed for Bahrain.

The same connected proposition we bring across the GCC value creation and value protection read through the lens of Bahraini institutions, the CBB Rulebook and national priorities.

Transform

Strategy, transformation & decision intelligence.

Corporate and portfolio strategy, operating-model design, digital and AI enablement, and transformation assurance for consequential change.

In Bahrain: supporting sovereign-linked portfolio transformation, financial-sector modernisation and diversification under Economic Vision 2030.

Govern

Governance, risk, compliance & assurance.

Board and committee design, ERM, compliance, internal audit and ICFR working as one operating model.

In Bahrain: aligned to CBB Rulebook high-level controls and to the Corporate Governance Code for listed and commercial companies.

Protect

Digital trust, cyber, privacy & resilience.

Cyber GRC, privacy operating models, technology risk, business continuity and operational resilience.

In Bahrain: CBB operational-risk and cyber expectations, PDPL compliance under an authority with audit and penalty powers, and continuity for critical services.

Sustain

People, sustainability & long-term value.

Workforce and leadership capability, Bahrainisation-aligned talent development, ESG governance and sustainability reporting.

In Bahrain: building national capability and long-term value in step with Bahrainisation and Bahrain Bourse ESG disclosure expectations.

How We Deliver in Bahrain

One connected journey from priority to sustained capability.

Each stage delivers a usable outcome and prepares the next. We shape the answer, embed it as a working system, sustain it as a managed service, and transfer ownership to your people so capability stays in the institution.

The Bahraini Regulatory Landscape

We speak the language of Bahrain's regulators.

Bahrain's framework is consolidated rather than fragmented but it is detailed, prescriptive and closely supervised. Our propositions are designed to help you meet it with evidence, not just intent.

Central Bank of Bahrain

Banking · insurance · investment · markets

Bahrain's single integrated financial regulator, supervising banks, insurers, investment firms, capital markets and the exchange under one Rulebook organised by licence category with detailed modules covering governance, operational risk, cyber security, outsourcing, continuity and incident reporting.

How we help

Enterprise and operational risk, Rulebook-mapped control environments, outsourcing and third-party risk, continuity testing and board-level risk reporting.

Personal Data Protection Authority

Personal data · privacy

The supervisory authority for the Personal Data Protection Law (Law 30/2018), in force since August 2019 and among the region's earliest comprehensive regimes. Its functions sit with the Ministry of Justice, Islamic Affairs and Endowments, with investigation, audit and penalty powers — and both civil and criminal exposure for serious breaches. Cross-border transfers are governed by an approved-country list.

How we help

Privacy operating models, RoPA, DPIAs, DPO-as-a-service, cross-border transfer assessment and breach response aligned to the PDPL.

National Cyber Security

National cyber · government digital

Bahrain's National Cyber Security Centre leads national cyber policy, sector coordination and incident response, working alongside the Information & eGovernment Authority whose cloud-first policy made Bahrain an early public-sector cloud adopter in the Gulf and shaped how critical workloads are hosted and assured.

How we help

Cyber GRC, control mapping, evidence health, cloud assurance and incident-response readiness across regulated and government-linked entities.

Governance & Listed Markets

Companies · listed disclosure

The Ministry of Industry and Commerce administers the Commercial Companies Law and the Corporate Governance Code of the Kingdom of Bahrain, while Bahrain Bourse sets listing and continuing-disclosure obligations including growing expectations around ESG and sustainability reporting.

How we help

Board and committee design, governance code compliance, disclosure readiness, ICFR, internal audit quality and sustainability reporting.

Where a proposition references CBB, PDPL, NCSC or Corporate Governance Code alignment, it denotes capability designed to meet those expectations not certification or endorsement by any Bahraini authority. Regulatory frameworks evolve; we track changes and map our propositions accordingly.
